SERVICES

Mission

The II Service, “Studies, research and information“, carries out operational and intelligence research in the drug sector. In particular, it deals with “strategic analysis” of drug trafficking at national and international levels. It develops research and reports on the domestic situation, on local consumption, domestic routes and on the ethnic groups mostly involved in drug trafficking. At international level, analysis is focused on areas of production and origin, destination markets, concealment methods, drug entry borders and routes used by traffickers. Through the analysis of the commercial transactions reported to D.C.S.A., II Service keeps controls on the chemical precursors liable to be used in drug production.

Through the “National Early Warning System” coordinated by the Presidency of the Council of Ministers’ Department of Antidrug Policies, the II Service monitors the developments in new psychoactive substances (NPS), which represent a new threat, since they are not scheduled in the Tables of the Ministry of Health. At international level, it cooperates with the International Narcotics Control Board (INCB) of the United Nations

Within the II Service, a library, collects and distributes information and publications on the drug phenomenon. It processes requests for bibliographic assistance made by universities and academic institutions.

DASIS Information System

The DASIS Information System (Direzione Antidroga Sistema Integrato Statistico) collects information for statistical purposes, which allows to analyze the drug phenomenon both in terms of statistics and analysis. In particular, it collects and develops information, from domestic and foreign sources, on drug seizures, arrests and drug related deaths. Such data are essential to draw up the Annual Report on the fight against drug trafficking by the Law Enforcement Agencies. The Section D.A.D.E. (Direzione Antidroga Data Entry) gathers all statistical data and information on prevention and counteraction conducted in Italy in the field of narcotic drugs and psychotropic substances.  This section constantly provides Bodies and Institutions at national (Parliament, Government, Operational Units, Universities, Health Units, etc.) and international level (Europol, Interpol, DEA, etc.) with data on the fight against drug trafficking.

D.C.S.A. is an official member of the S.I.S.T.A.N. (Official Statistical System) and, thanks to its expertise, contributes to the compiling of the:

  • DCSA Annual Report;
  • the “Annual Report on Official Statistics” by the Ministry of the Interior’s Central Directorate for Documentation and Statistics;
  • the “Annual Report to Parliament on the Activities of the Police Forces and on Public Order and the Security Situation” by the Central Directorate of the Criminal Police;
  • the “Annual Report to Parliament on the Situation of Drug Addiction in Italy” by the Presidency of the Council of Ministers’ Department of Antidrug Policies
  • EMCDDA annual statistical document.
